Emulsifiers are usually added to product formulae to make them stable, but in the case of C11-15 Pareth-7, it's to make an ingredient stable! Indeed, it’s used in the manufacture of Styrene/Acrylates/Ammonium Methacrylate Copolymer.
C11-15 Pareth-7 is made by mixing fatty alcohols and polyethylene glycols. It is an emulsifier and surfactant and therefore helps bind water and oil-based ingredients together.
